Need Better End to End Tests

While the IIS integration tests are nice, they aren't covering the end to end workflows. Notably ensuring what nomad states is the current status of a job and what the actual state of a IIS is. I recently came across a bug during the task start process and Nomad assumes the task is "running" when it actually failed to create the application pool.

This test coverage should ensure a better UX with the driver and nomad.
