Add telemetry thread

Description

The telemetry thread is what does all the telemetry data processing. After gathering and storing the telemetry data, it builds the beacon and adds it to the TX queue. Since the RF protocol and TX queue are not yet implemented, it will again be a rather empty hull of functions and comments that mainly define the required interfaces and get populated with the right code later on.
