问题： 研发商店组件首次上架时，审核发布时录入T_STORE_RELEASE表的首次发布人为管理员，不符合预期

措施： 1、保证审核发布时录入T_STORE_RELEASE表的首次发布人为组件首个版本的发布人
2、开发一个接口处理存量有问题的数据，把有问题的首次发布人调整正确。
