Jittery camera movement with snipers

Moving your mouse very slightly while scoping will cause your camera to skip a bit. At first I assumed this was because of my mouse but then I noticed this issue doesn't happen with vanilla's spyglass item, as seen in this video: https://streamable.com/3affwr

I think what they did is decrease the sensitivity while using the spyglass, but idk.
