What is the feature you'd like to have?
Right now, chat is supported for .bndbs in remote projects, but not entirely supported for new files or files that aren't a BNDB yet.

Is your feature request related to a problem?
Chat should be supported in all scenarios related to a remote project.

Additional Information:
Split out from an internal issue. We should also make sure to show chat for local databases that have it cached as well.

Chat is already shown for local databases, that was fixed at some point.

Note for whoever ends up implementing this: I think that if you have chat history for a file, then a user creates a bndb for that file, they'd expect the chat history to be carried over to the database.
