At the moment only GTEs are able to create events. We want to allow anyone create an event but will only be published on the approval of a GTE/admin.
This would allow for more people to get involved in hosting Translation Events.

We discussed that this would mean that the new event could only be published as draft by anyone, and we need a way to approve events. GTEs could do that.
