Discard wallets with not enough funds

User Story
Currently gives you a wallet wehtehr it has funds or not, need to be able to only use wallets that have funds that are in rotation, be able to manage and set the minimum balance to look at token and value based (based on the value in the native chain)

Acceptance Criteria

• Need to be able to set limitations on a wallet being selected to relay when it has insufficient funds
• Even if the wallet is withdrawn from the pool, the balance of the wallet should still be monitored, just in case that the wallet gets more money added to it, or withdrawn from it
