Steps to reproduce

  1. Start a lift
  2. Try to use the cli to open the garage
  3. Fail on log file creation

Expected behavior

I think logs should only be created during ship and lift operations. We shouldn't allow multiple ships or lifts to run at the same time. That is dangerous and probably a separate issue.

Actual behavior

The process fails because the log file is in use.
