Attempt cross reference between DAT entries and PNS archive

This is very much trying to fix a NWS problem, but filing here for visibility. Presently, the NWS maintains no cross reference between entries within DAT and their damage survey PNS statements for example. It would be nice to take some sort of swing at this, such that folks can cross reference the two. I have no idea how yet....
