Presently, the IEM tooling and database storage does not offer any mechanism to do queries against a SPC outlook threshold and any SIG / hatching that is coincident. It is not clear how best to do this without adding a bunch of complexity and so we have filled this away here for future consideration and dreaming.

This is now closer to reality thanks to akrherz/pyIEM#738
