Processing / Database Schema not properly handling FLC087 "Monroe"

NWS uses UGC FLC087 to cover 4 distinct areas, Mainland, Lower, Middle, and Upper. My ugcs relation simply and only has the Mainland Monroe entry against MFL, since it is the largest. This will take much thought to resolve.

It is getting worse by the minute as I dig into this. All of the following have to be account for

• When MFL issues for mainland Monroe
• When KEY issues for individual (lower, middle, upper) segments of Monroe (fishing in the locations effected text)
• When KEY issues for all three segments at once (only happens with TOR,SVR watch, thankfully)
