GK radiation maxima using non-standard way of getting bmagBasis #36

The radiation maxima is doing some down projection of the confBasis to get the basis we expand bmag in, in order to obtain a basis that doesn't depend on the binormal coordinate.

It may be correct, but the better thing to do is to create a bmagBasis the way the maxima for collisionless terms do. I'll be pushing some new packaged functions for this into the util scripts soon.
