CA Opportunity Fund

Inspired by the UK Digital Fund which is tied to the UK National Lottery, this is a proposal for California State Government to explore a new funding source to fund to support non-profits and community organizations to use digital tools and approaches to support people and communities to thrive.

Evidence from the behavioral sciences Indicate an increased participation rate in savings programs that are linked to prize based scheme involving a significant payout.

Using these principles of behavioral science, maybe CA state can update its lottery system or create a new lottery scheme where a small % of lottery funds are allocated to Public Technology.

I think the key aspect is that this Opportunity Fund would be based around increasing savings through a prize based mechanism as described in the Freakonomics article you linked V and then also providing key funding for digital services.
