Fine-tuning the re-dispatch data and mechanism

Current validation for the year 2019 has participation of significant capacity of hypothetical backup units (which are typically added to avoid infeasible solutions). It suggests that, either there is no significant capacity of powerplants to redispatch upward and/or there is no enough capacity of transmission lines. Another reason could be un-realistic generation from renewables.
