I have a use case that I want to to the rotation for a specific IAM user.
Is it possible to configure it?

Per the instructions:

If there are IAM users in the IAM group ‘IAMKeyRotationExemptionGroup’, those users will not be
evaluated.

You will need to create this group in the account the IAM user exists in, then add them to it.
