UAT Bug- (Int. user) Error message when I click on operation details

Describe the Bug:

Error message when I click on operation details

Steps to reproduce the behaviour:

1. Log in to test site with idir and click on operations
2. Click View Operation on SFO Operation 8 – unregistered
   receive error message (screenshotted below)

user story: As an Internal User, given that I am looking at an Operation Information page for a non-regulated operation, their BORO ID field will say "N/A" and I will not see the "Issue BORO ID" button

Tested this on TEST ENV: https://cas-bciers-frontend-test.apps.silver.devops.gov.bc.ca/
Role: cas_admin
Result: BORO ID field doesn't have the "Issue BORO ID" button and instead has "Cannot be issued yet. Operation is not registered."

Did some additional test on this on the same server and credentials as above ^

1. Log in to test environment using IDIR (see details on my comment above)
2. On Dashboard, click on Operations
3. Locate SFO Operation 8 - unregistered

Expected result: BORO ID column has a value of 'N/A'
Actual result: BORO ID column has a value of 'N/A'

Tested both in Edge and Chrome. Closing this ticket as issue no longer persists.
