Describe the bug in the current situation
When staff attempts to submit a "PUT Back On" filing, and the filing fails for any reason, the UI does not display an error message to inform the user. Consequently, if the staff member clicks the submission button again, multiple drafts of the filing may appear on the Business Dashboard, causing confusion and potentially leading to data inconsistencies.

Steps to reproduce the behavior:

  1. Go to 'test.account.bcregistry.gov.bc.ca'
  2. Look up the Business Dashboard for company C9900716
  3. See error
