Strata - Doc Upload Optional

Requirements
Given I am a user who is filing an application registration for a strata hotel
When I am on the Step 3 "Add Strata Hotel Information" page
Then I will be asked to upload relevant documents and it's optional

Additional Information
The original ask is to make this document upload section mandatory. After discussion with policy team, the actual requirement is that the document upload is:

• optional when the strata building is in an non-PR area
• required when the strata building is in a PR area

To make it simple for MVP release, we will just make the doc upload section optional.

Tested in 0.0.34 and it works. Uploading doc is optional and users can view doc uploaded in the user dashboard. Passed.
