Add a dialog for download error. See src/components/dialogs/DownloadErrorDialog.vue in Filing UI (old dashboard)

scenarios when a downloading error might occur (please re-visit the Filing UI to confirm if the following summary covers all cases):

downloading business summary
loading document lists (when 'View Document' or 'Details' is clicked) for a filing history item.
