Download for Harms - Wrong Notification

Describe the bug in current situation

When a user selects 'Download for Harms' in the Records tab, when the download is ready, users assigned or watching the request receive an incorrect notification. The notification they receive when the harms package is ready for download is the following:

However, as per #3433, Scenario 1, the notification should read the following:

Steps to Reproduce
Steps to reproduce the behavior:

1. Upload records to the 'Records' tab on a request
2. Click on 'Download' -> 'Download for Harms'
3. When done (i.e., green checkmark next to 'Download for Harms'), look at your notifications
4. See error, where incorrect notification is sent

Actual/ observed behaviour/ results

Incorrect notification is sent.

Expected behaviour

GIVEN a Ministry or IAO user has activated the export records from the records log to send for harms
WHEN the job completes, and the PDF is ready
THEN the user will receive a notification indicating that "Records for harms are ready for export"
