Increase Character Limit to 4000 in Comments

Description

Currently, the character limit in comments and replies (in the 'Comments' tab) is limited to 1000 characters. However, users have reported this is too little, and we need to increase the limit to 4000.

1. Does the character limit to be made configurable for business change?
   Update from Bus. Refinement: No. FOI system wants to strictly restrict input more characters as it turns out to be more work on records. Henceforth; this number of 4000 need not be externalized for changes.
