Make MySQL JDBC driver available for Liquibase/Ansible deployments

The Liquibase package does not have a MySQL JDBC driver by default. Need to make a MySQL JDBC driver available (much like the Oracle JDBC drivers are available in https://apps.nrs.gov.bc.ca/int/artifactory/ext-binaries-local/com.oracle/) so that MySQL deployments can happen.

@bferguso - @andrwils can upload to the artifactory repo. Do you have a platform-based preference, or will the Platform Independent version work?

@gormless87 - I think the Platform Independent version would be best. Not sure if we can just host the JDBC Jar, but if that's possible it will make the Ansible side of things easier.
