Paid help? Streams unreliable

Question

Setting up a rtsp cam to HLS server. Need to have about 50 cameras streamed. Most will only have a few viewers. Most will be viewed internally on the LAN. Some will be streamed to the outside but probably only one viewer at a time.
All viewing will be done on webpages with either 1 camera on a page or 9 on a grid.
Currently VLC connects to the stream the first time. 2nd time I get a blank. Nothing. Even if a connection can be established on the server.
Tried reducing to just 1 camera setup for testing bit same result. Computer is at 1% CPU. On Ubuntu.
Need to get this resolved ASAP.

I'm using LL-HLS without any issues over rtsp, viewing in browser. are there any logs if you go to debug mode?
