unable to get the vpn working

hi ,
i'm working on a 4g drone , my mediamtx.yml :

 cam:
      runOnInit: ffmpeg -f v4l2 -input_format h264 -video_size 640x480 -framerate 30 -use_wallclock_as_timestamps 1 -fflags +genpts -i /dev/video2 -c:v copy -f rtsp rtsp://localhost:$RTSP_PORT/$MTX_PATH
      runOnInitRestart: yes

i'm able to get the connexion on the same wifi , but when i want to get the connexion on another wifi (vnp) , it does'nt work .
the status of the service is :
