Add status filter

Include a parameter to be able to filter canonical resources imported to have a specific set of publication statuses.
This would then permit the filtering of draft or retired resources from being imported.

Note: that this could potentially negate the intent of deploying the retired resources in order to mark those resources as no longer appropriate for use.
