Run tests with GitHub action

Will have to have the token as an environment variable and add a check in cli.py to use that token.

The action should fail for a pull request that removes the publisher field in cli.py
The action should pass for a pull request with changes to the README.md file

Replace datacite43 files with files from the current version of CaltechDATA. Find records with https://data.caltech.edu/search?q=metadata.identifiers.identifier%3A%221171%22&l=list&p=1&s=10&sort=bestmatch and then python caltechdata_api/get_metadata.py m5vq1-3ga50 -skip_validat

Rename bot_yaml to test_cli or something similar
