Feat: Censorship resistance version

Our current security center relies on a server: security-gateway. This server works by collecting signature from every guardian. Once the threshold for signatures acquired to recover wallet is attained, the server collects all signatures and let the last guardian submit the recovery transaction. This UX design is meant to let only the last guardian pays for the transaction fees.

In the case our back-end is no more available, a censorship resistant security center webapp would allow each guardian submit their signature without requiring a back-end to collect these signature. We would want to display this option on the same webpage with the option of using a backend or not.
