Handle Multiple Clusters by Adding Conditionals to IAM Role & Security Group Creation

If a user has multiple clusters they will need to run 'Setup' on each Cluster.

As currently implemented the Setup will attempt to create new IAM Roles and Security Groups every time it runs. If those IAM Roles or Security Groups exist, Chimera will crash. Need to implement conditional logic to skip creation if those roles/groups already exist.
