Update the repo for local development so the docker image contains real data

Currently, the test data is pretty bare. This ticket involves exporting some data from the production instance and updating the README installation instructions on how to load the data.

Tasks:

• Export ~10 datasets from the production CKAN instance
  • Export Dataset as CSV
  • Export Dataset in CKAN format
• Update README with instructions to load the data

Bonus Tasks

• Extend the library postgres image
• Create a data docker container that will hold the postgres data
• Attach the data container to the postgres image

trying to install ckanapi-explorer and getting "Could not find a version that satisfies the requirement ckanapi-explorer (from versions: ). No matching distribution found for ckanapi-explorer".

stack overflow has nada. the repo hasn't been touched in about three years which is the only reason i'm asking this and not filing an issue. maybe seek different solution(s)?
