When there are no users to show on the /orgs/[orgId] page, the table looks like this (see screenshot below). We should have an empty state that clearly states there are no users to show and directs org managers to add a user.

Acceptance Criteria

  • When no users to show, shows empty state
  • When there are users to show, shows users table
