Add docs for flowmanger/graph_manager.go

Right now the graph_manager file is a quite large, making it hard to follow how all the different private methods call each other. Need to write more extensive docs to outline the calling behavior and purpose of all the methods.

Refactoring and splitting separate parts will also be great :)
