Describe the bug
Reject report and (re)approval actions sometimes aren't showing up in the visit report history/log files. See dev slack for 7/9/24 (and attached screenshot)

  3. Scroll down to '....'
  4. See error

Immediate issue addressed with https://github.com/cssat/sprout/commit/6e93d3e307cca3e76083654301696a09768d4754

Still need to address larger issue with records update timestamps being used for compliance auditing.

Pending follow up w/ providers, FIN and DCYF, will keep this open. May want to close and create separate issue once any dev work we may need to figure out/complete is better defined.
