User Story
As a Product Owner and dev team member,
I want to create an external Content Partner process that they follow to create Feed The Monster in another language,
So that we can provide this process as a relatively "hands-off" way to support Content Partners in their goal of creating new languages of Feed The Monster.

I need someone on the development team to review what's in this documentation and to add or revise as necessary.
