Create anchor on "landing page" for section talking about the apps + add link to this section in country-level modal text

User Story
As a Product Owner,
I want to create a # anchor on the landing page starting at the sentence "Learners gain basic literacy skills from high-quality apps designed by a global network of educators, designers, game developers, neuroscientists, and media partners to create an exciting and enriching journey of learning to read." and for a link to this anchor to be added to the end of the country-level modal that says, "Want to know more about the apps?",
So that I can link to it if people want to learn more about the apps kids are learning from.

Acceptance Criteria
Given that I am on "All Learners",
When I click on a country and see the country-level modal,
Then I should see the link, "Want to know more about the apps?", and be taken to the "Learners gain basic literacy skills from high-quality apps designed by a global network of educators, designers, game developers, neuroscientists, and media partners to create an exciting and enriching journey of learning to read." section of the landing page.
