vip-manager could not set vip IP

Just installed vip-manager to manage PostgreSQL Patroni cluster' s relocateable cluster IP but vip-manager could not up virtual IP address

Environment information
RHEL 9.3

So sorry, forgot to update issue

I had to downgrade vip-manager to 1.0.2
Because patroni wanted to work with etcd v2 and bip-manager 2.x does not support etcdv3 so we have to use vip-manager 1.x
