Some TODO items for me after a meeting with @timsklenar

Add cover crop planting / termination within current flowpath import logic. For now, a feature flag to enable at run time
Cover crop is just cereal rye, find this in the current WEPP database
Figure out how to terminate the cover crop

Generate input files for the four scenarios of

NT Corn/Soybean with cover crop
NT Corn/Soybean without cover crop
Tillage code 3 Corn/Soybean with cover crop
Tillage code 3 Corn/Soybean without cover crop
