ResizableBitSet.resizeTo does not increase nWords variable #24

I found the test that expects following behaviour:

val bs = mutable.ResizableBitSet(2,4,100)
    ...
    bs(101) = true
    bs(200) = true
    bs(101) shouldBe true
    bs(200) shouldBe false

Is it really done by purpose?
