Implement as a labot action (required for teaching-materials repositories)

Trigger manually (action), with a link in the teaching notes
Uncheck all boxes in the teaching notes
Replace all dates/places with "TBA" on the index page
Create a pull request, assign repo owner (create comment - asking team-assistant of linked handbook to update the places and dates)
