Points of the army and the units limitations

I have a problem with the points of the army and the units limitations.
If I are making a 2k army, the limitations only are correct at 2k points. If the list is 1999 points because i can't match the exact points the limitations are the 1k limits and i can't use 2001 points or more in the list because i accorded a 2k points limit for the game.
