Quotes in tag values are mangled in XML

Quotes in tag values are mangled in XML when exporting to .osm file (was exporting because submitting changes failed, probably due to same problem when posting to OSM server)
Example: note tag of Monaco (http://www.openstreetmap.org/relation/1124039 ) results in broken XML:

<tag k="note" v="this includes the full country (outer roles), i.e. the all territorial waters and the landarea (which is not an "inner" role excluding it, but just a link)" />

fix: HTML-encode values in xml node attributes

This issue is caused by the yapafo library

Actually, I have to update the library version on the server

So you can try to correct the problem. Sorry I'm not using it for a long, so I could not correct it fast.
