The parliament of UK has a thing called Hansard, which is the official record of what had been said in the parliament. The website is very useful. It details the timestamp, who said what, and it's searchable. Also, the site integrates the division (voting) result and can see which MP vote for or against each motion.
I know it's a very hard task. But if it's done, it'll be the central database for Thailand's parliament proceedings.
