Add recipe for Biovalidator to Bioconda

Request motivation

Many people are already accustomed to using conda to install bioinformatics tools. Adding to conda also makes publishing on platforms like Galaxy easier, and makes it simpler for other conda packages to depend on biovalidator (our immediate use case at EVA).
