DLSSQualityLevels does not work correctly in FFXIV Dawntrail but forceDLAA does. If DLSSQualityLevels is changed dlsstweaks no longer hooks the game correctly and you must switch to FSR and then back to DLSS to fix it. By default the game uses dynamic resolution scaling based on the balanced profile with no preset selection, so changing that and disabling resolution scaling through dlsstweaks allows custom levels to be used.
UPDATE:
Current beta of DLSSTweaks seems to work if ResolutionOffset is set to -1. Stable release does not work at all unless you switch to FSR and back to DLSS. The default DynamicResolutionMinOffset set to -1 does not fix it.

RTX 4070 driver 556.12
DLSS 3.7.10
Verbose logging does not seem to indicate anything special.
