Not sure why but I am receiving the error that the translate Element could not be loaded.

How can I actually test the translations locally.
I read here https://etherpad.org/doc/v1.8.14/#index_localization but no translations changes show up. What else needs to be done or activated in the plugins to see or test translations locally?

I'm just not getting enough time to look at these minor issues so if you can poke around and see what's broken by comparing the implementation against other plugins that should help resolve the issue.
