If you edit a tag group and add some UI elements to a tab in the Field Layout, they don't display when you edit a tag within that tag group.

In the images below you can see I have a tag group called "Site Tags" with a title and description field and two UI elements (header and template). When on the edit screen for a tag within the Site Tags group, only the two fields are displayed.

(the use case here is to use a template to display a list of entries tagged with the selected tag)
