Task: Create Proposal Validator to make sure data coming with request are secure.
Relates: #84

Acceptance Critiria:

Create: ./src/libs/proposalValidator.js
Code: Function with Algorithm to make sure data are secure, and make sure of the data integrity.
Return: Function should return a msg whether data are GTG or not.

PS: GTG stands for Good To Go
