[BUG] Raw containers broken in 1.14.0 #6108

Describe the bug

Raw container tasks cannot start due to error in the flyte-copilot-downloader init container:

time="2024-12-16T14:49:10Z" level=error msg="[0] Couldn't find a config file []. Relying on env vars and pflags."
Error: Config File "config" Not Found in "[]"
Config File "config" Not Found in "[]"
...

Expected behavior

Raw container tasks should run without additional configuration.

Additional context to reproduce

Run any raw container task in any of the Flyte 1.14.0 deployments.

This was also caused by #5972, which was then reverted in #6100.

We'll get 1.14.1 out ASAP and then get more test coverage to prevent errors like this from happening in the future.
