Need to mirror this change SCBI-ForestGEO/SCBImortality#40 to HF version of tests

This should not happen. Any AU should have a FAD. Please do not implement this for Harvard or SCBI.

Okay, we can revert this at SCBI. I was thinking of cases where crown thinning is the only sign, but those can be coded "unable to determine".
