The input of C74 must be REG1C00_D6 instead of D5. This is needed for xmen and gradius3 to work correctly. Other games keep D6 low. I have only found these two games setting D6. I have not seen any game setting D5.

If D5 is used this image is produced:

with D6 you get the proper color assignment:
