need to implement snow and desert masks

Tile 011028 date 1996-181 is a problem image for cloud masking. Acca covers solid puffy clouds well, but it also covers bright crops and misses haze. Fmask does a decent job overall (although would be nice to dilate), except something's wrong with the left sliver of the mask.

Also, note that these algorithms utilize constants that are applicable to ETM+ (landsat7) only.
